It’s using the Trickle Down model which benefits the obscenely wealthy at first, as they experiment on the poor to find ways to prolong their own lives, but eventually the underclass will be healthier due to natural selection coming from surviving their brutal lives of service. He puts a lot of blame on medical professionals since they "did not have the courage" to open the economy up" while bodies were filling up massive graves. So this is his revenge. He wants to destroy the medical profession because they destroyed him in his mind and made him a "loser". Nothing less, nothing more.

That's not just in California. Here in Maine, I volunteer at the local small-town food bank, where we usually supply food for 800-900 families a week, and the last 2 weeks we've had a lot less food than usual to put in their boxes. A lot of our customers look at the half-empty boxes and get a hopeless look in their eyes. It's awful.
