90% of Batman villains are completely stupid because there’s no reason for them to be involved in crime. Penguin could just be a regular ornithologist. Riddler could be running Wordle.

The only one with a sustained plausible motivation is Mister Frezze. Clock King secondarily as counted as a one time crime of passion, but it makes little sense as a permanent career choice.

I might have said Catwoman nut she has long been away from Batman antagonism. Bane was cool at first but he is so over the top done I don't have much concern over him. Ra's then.

 

Seems we share a top two. Although the specific order is always a bit of a coin-toss for me.

Bane and Riddler. I could only pick 2, but Catwoman is epic too. (Although, most folks don't consider her a villain, per se)

I did not vote because I don't keep up enough with the BatManverse to consider myself qualified, but I gotta say I didn't expect to see Mr. Freeze winning.

In my humble opinion, if you have to do a Google search on a Batman villain just to know who they are, then they shouldn't belong in a popular list. I'm willing to bet most lay people don't even know who Ra's Al Ghul, Man-Bat, and Phantasm even are.

 

Ra's Al Ghul was in a movie, so he's pretty widely known now.

You could probably break up the Rogue's Gallery into 3 tiers of notoriety:
