I don't know exactly where to post this since it's about a SW concept and not a particular movie so I thought this was a good place.

Do any of the members of the Jedi Council have a padawan while sitting on the council? Or does that duty prevent them from training a padawan?

Aside from teaching the younglings in AOTC, there is no indication that Yoda, Mace or any of the council members have a padawan.

Yes, many of the Council Members have padawans while serving on the council.

You can especially see proof of this in EU, but proof can be found in the databank at SW.com

    Yes.

Mace Windu was Depa Billaba's master
    Yaddle was Oppo Rancisis' master
    Yoda was Ki-Adi-Mundi's master
Yarael Poof was master to the Ithorian Jedi in the clone wars databank on the Star Wars website
Micah Giett was Bultar swans master until he died, Plo Koon continued her training
    Eeth Koth trained Sharad Hett
    Shaak Ti trained a couple
Imagine the others did too, except for Saesee Tiin, I read somewhere though that he wanted to train Anakin but the Council decided it was best for Obi-Wan to honour Qui-Gon's request to train Anakin.

Since Deepa and Ki-Adi are on the council, they are not training them while on the council.

No, but before Depa, Ki-Adi_Mundi, and Oppo were on the Council they were trained by Mace, Yoda, Yaddle.

Mace Windu was still training Depa while he was sitting on the Council

I think what he is saying is that Mace, Yoda, and Yaddle weren't training their respective padawans when their own padawans were on the Council. However, Ki-Adi-Mundi did join the Council just after he became a Knight.
But I agree with you Windu, Mace, Yoda, and Yaddle still were on the Council when they trained them.

    Okay, thanks.

But this brings another question (maybe he should belong in TPM but since it's related), why didn't a more experience Jedi Master took on the training of Anakin instead of Obi-Wan?

That's what I thought too. For example, Anakin gets along really well with Saesee Tiin because of their piloting skills. This one comic I was reading recently Anakin is with Saesee Tiin in some type of Battle Control room, and Anakin comes up with an idea of how to carry out the mission. They have to rescue Plo Koon and a couple other Jedi on a ship, so they want to prevent the ship from going to hyperspace, so Anakin comes up with a plan. He tells it to Saesee then Saesee says to him, "Anakin I have a profound respect for you as a pilot but that would be suicide, that ship lasers would tear a starfighter apart", then Anakin say, "not in the Angel(his modified ship), I know I can't outmaneuver anything that ship can give us, besides you've shown me a few things yourself."

So it's also apparent that they have spent a lot of time together.
I think he would have benfitted and liked Master Tiin more because Tiin actually encourages him to do things. For example while the rest of the Council didn't want Anakin to customize his own starfighter Master Tiin was all for it, and he loved Anakin's modifications.

    Sure, sure they do.

Watch the movies and read the EU. Your answers are there.

Plo Koon was also training a female Trandoshan at the time of The Battle of Naboo.
