E-11 blaster, weaker than the DC-15?

As we all know, the stormtroopers of the Empire, mostly use the E-11 blaster. But I recently heard that the E-11 was actually inferior to the previously used gun of the Galactic Republic/Empire, the DC-15 series of weapons.

Reading around, I have read that the reason the E-11's were issued was because they were more lethal to biological targets, as the DC-15 blue blaster bolts were made with "EMP" energies to combat droids.

But after further research, the E-11 seems to be more flawed than its previous gun. Inaccurate, has a lower rate of fire and doesn't pack the same punch as its previous gun.

So IF the DC-15 guns were stronger, why did the Empire change it?

Possibly for price reasons, similar to the weaker TIE fighter?

I expect it all came down to money. It's not as if the stormtrooper armour was very effective either was it? Couldn't even stop arrows fired by teddy bears. The Empire wasn't defeated by ewoks but by accountants!

Stormtrooper armor does stop arrows, actually. It's just that some arrows penetrated at the armor's joints.

And a 30-pound rock falling on your head will knock you out even if you're wearing the most sophisticated helmet ever designed.

Yeah, the Empire was probably paying out of its ass for insurance premiums on the second Death Star after the first one got blown up, so they had to cut corners by going with the cheap guns. Plus, they had to settle all those lawsuits out of court by the families of all the people that got killed on the first Death Star. Don't even get me started on the administrative costs of hiring replacements for all the people that Darth Vader force choked to death...

I was always under the impression that the Imperial army relied more on it's maneuverability rather than out and out strength, and that's why at the expense of power and range of the DC-15A and increased accuracy and power over the DC15S the E-11 became the standard issue blaster rifle. Then to back up the shock attacks of the main infantry you would have battalions armed with the bigger guns and E-Webs.
