My daughter, who is 8, really wanted to be Darth Maul at Dragon Con (she no longer cares for the female jedi). It doesn't have to be great so I was going to get a black rope with a hood. Pull her hair back and have the hood up to cover the hair (and no horns) However any idea on the make up? I am not that good of an artist

Get a good reference pic such as this that shows his facial tattoos and then draw out the edges of the black lines with a black eyeliner pencil. Fill in the red areas using a flat artists brush with a red creme make-up (available at most theatrical or costume supply stores) and fill in the black with black creme make-up (I would recommend Ben-Nye). Set with a neutral (colorless) powder. All told it should'n't cost you more than, say, $15 all told. You might be able to find a 'color wheel' with both black and red creme make-up in it.

They make a spray on sealer that will keep the makeup from rubbing off. and for the love of God, it works! I stood in the shower and water was running off of my face, and NO MAKEUP CAME OFF!.

I use ben nye makeup for a lot of my costuming jobs.
You can get either water based or greasepaint makeup, and I second the sealant spray.
The makeup artist I buy from said that in a pinch, hairspray can be used if nothing else is available.
