Is there any description at all of what the Jawas or Sandpeople look like under their masks/hoods?

I don't believe that we've ever seen a Jawa or Tusken Raider without their mask on. A few sources say that Jawas are rodentlike under their robes. I think in the ANH novelization and in some early sources it states that the Sandpeople are part mechanical, but this doesnt make much sense. Note that a human and sandperson were capable of mating and producing healthy, viable offspring (A'sharad Hett).
Also, some sources state that the Jawas and Sandpeople are distantly related. So huh?

IIRC, guide to aliens or another source says that Jawas are rodent-like people. Elsewhere in the book it says Jawas and Sand People are related, having evolved from some common ancestory.

Tuskens are certainly humanoid in form(duh) and to my knowledge they aren't mechanical. Tuskens employ various devices, to conserve moisture, as well as to filter out blowing sand, from breathing it in, as well as from allowing it to get into their eyes.

At the begining of Darksaber, Luke and Han are dressed as sandpeople, and you get some description there. I would also assume that in the Junior Jedi knights series there would be some info, because of Tahiri's heritage.

Ya, and jawas are humanoids as well, but they are still rodent-like people.

Being humanoid doesn't make one human.

If you want to see more on the Tusken Raiders read the 'Outlander' GN. It is Ki-Adi-Mundi's search for Sharad Hett and quite a bit of the story takes place with the Tusken Raiders.

Rumour has it that they're folks like us, though understandably shorter in height, who don these unusual garbs when the cameras start rolling. But unless that's confirmed . . .

LOL! Seriously, both the A New Hope novel and Ben Burtt's Galactic Phrasebook and Travel guide confirm that the Jawas and the Tuskens share a common ancestor. Other sources state that the Jawas evolved from cave-dwelling rodents, probably similar in appearance to the Mole People (from the Droids comics) who live beneath the surface of Tatooine.

I got the impression that Sand People were slightly scaly under their garments. Don't hold that speculation to fact, though.

I' guessing that the Sandpeople might be near humans, after all, Sharad Hett and that Tusken gal had A'sharad Hett, who is a healthy, viable being. So if humans and Tuskens are able to interbreed, they cant be that far removed from us.

Remember that this is Star Wars, and so this stuff doesn't have to fit with our laws of biology. The Tuskens have also been known to take in members of other species (like Tahiri) so A'Shared's father may have mated with another human or near-human.

a better question is.. if jawas closed their eyes, would looking into their faces be like staring into a black hole?

I read somewhere that Jawas are rumored to be hideously, outrageously ugly underneath their hoods.

Direct from the Ultimate Alien Anthology:

Jawas- stand 1 meter tall. Extremely unpleasant odor. Xenobiologists speculate that Jawas evolved from cave-dwelling rodents.
Example names: Aved Luun, Eet Ptaa, Jek and Het Nkik
Jawas lack the physical ability to speak any language but their own.

Tusken Raider-Tatooine's only other indigenous race beside the Jawas. Less intelligent than Jawas, but much more brutal and warlike. Tusken Raiders earned their nickname by destroying an early human colony at Fort Tusken.
2 meters tall, swathed from head to toe in bandages, as required by ancient custom.
    Example names: Grk'kkrs'arr, Rrr'ur'R
Sand People have no written form of their language.

Jawas appear to be furred critters, since tufts of fur can be seen extending from their gloves.

I also foudn a description of tusken raiders:

"Physical Description: Tall, muscular humanoid, wrapped in coarse brown fabric and bandages, with a face mask and trappings fashioned from scavenged parts from crashed starships. The traditional Tusken Raider facemask has two stalk-like eyepieces, two more jutting pieces of unknown purpose on each side of the mouth, and a large mouthpiece deliberately fashioned to resemble the mouth of some ferocious beast. What exactly is underneath those wrappings is unknown, and a Tusken Raider is not inclined to satisfy anyone's curiosity. "

    RPG Traits:

    # +1 to Constitution, -2 to Wisdom.

    # Medium-size. As Medium-size creatures, Tusken Raiders have no special bonuses or penalties due to their size.

    # Tusken Raider base speed is 10 meters.

    # Low-Light Vision. Tusken Raiders can see twice as far as a Human in dim light (such as moonlight or underwater). They retain the ability to distinguish color and detail under these conditions.

    # Bellow. Tusken Raiders have powerful lungs, and can let out loud, bellowing, ululating cries that can be heard over a great distance, giving them +2 to Intimidate checks.

    # Desert Survival. Tusken Raiders are raised in and adapted to a harsh, unforgiving environment. They receive +4 on Survival checks only when it applies to desert conditions.

    # Low Technology. If a Tusken Raider character picks a class that gains Weapon Group Proficiency: Blaster Pistols as a feat, this should be replaced with Weapon Group Proficiency: Slug-Throwers as a feat, instead. Tusken Raiders traditionally use projectile weapons of antiquated design, though a few may learn to use blasters if they get their hands on them.

    # Sugar Water Intoxication. It is a little known fact that sugar water is to Tusken Raiders what alcoholic drinks are to humans and near-humans.

    # Automatic Languages: Tusken Raider.

    # Origin: Adapted from WEG Star Wars RPG.
