We definitely don't get all, but KOTOR II gives us four or five, and the comics give us maybe two more.
In the games, we get Vandar Tokare, Vrook Lamar, Zez-Kai Ell, Kavar, and Lonna Vash. In the comics, we get Dorjander Kace and Lucien Draay, with the latter replacing the former. There's also Dorak and Zhar Lestin, who are part of the Dantooine Council with Vandar and Vrook, but they haven't been explicitly identified as High Council members (although I think there's an image from TOR's Galactic Timeline videos that makes it seem like they are?). So that's 5 known sitting members, potentially 8, with 4 left unidentified (we also don't know who replaces Lucien after he gets removed following the events of the KOTOR comics).
I presumed it was the Games and Comics before TOR. Tales of the Jedi doesn't seem to have any council to speak of. (Not that I've read them back to front, that's just the idea that I came away from other fans). BTW there is also Atris who seems to serve as the Senior Master if not Grand Master in KOTOR II.
D'oh, I completely forgot about Atris. It's also widely speculated that either Nomi or Vima Sunrider were also on the council around this time, though it hasn't been canonically established. I think there's a fan mod for KOTOR II that fills out the council for the Exile's exile flashback and includes Vima.
The very first mention of a "Jedi council" (if not the Jedi Council) is from the Tales of the Jedi - Dark Lords of the Sith audio drama, although when I skimmed over the corresponding scenes on Deneba from my TPB just now, I can't find any mention of it. Oftentimes the audio scripts have some minor dialogue and lore differences. Btw, that needs to be updated on the Wook with "first mentioned."
There's a council scene in DLOTS on Ossus that includes Thon, O'od B'nar, Vodo Siosk-Baas, Odan-Ur and 2 unnamed Jedi Masters. It's in a chamber with a large crystal set in the middle of the room. Cay and Nomi speak with them before setting out to rescue Ulic from the Krath.
So there was a Jedi Council on Coruscant, one on Dantooine...was it just those two places? Were there others elsewhere in the galaxy? If not, why Dantooine?
It's where the Jedi kept troublemakers out of Republic's sights or trained future Sith Lords... I mean, it didn't happen just once there... right?
I have also wondered why dantooine my best guess was maybe heard of the strange ruins on dantooine otherwise your guess is as good as mine
I actually have a minor headcanon that the KOTOR-era Jedi High Council is made up of three separate enclave councils, since there are only four members that we see on the Dantooine council in the game. And after the Order was rebuilt post-KOTOR II, it was decided to keep everyone on Coruscant to avoid another Katarr incident (and since most of the enclaves were destroyed anyway by the Sith).
The Jedi Council also appear in Dantooine Jedi Enclave from KOTOR comics Flashbacks when Zayne Carrick is brought to the Jedi
There was also the Issue Council that we saw in DLOTS. Remember that before the Sith War the Jedi were official Watchmen for individual Planets and Sectors. There were a lot more prior to the Wars. Exar Kun's attacks also specifically targeted a lot of the senior Jedi Masters, and the War itself probably caused a few Enclaves to be destroyed or closed. Arca Jeth's Enclave/Praxeum doesn't seem to have reopened by the time of the Kotor games, as an example.
Just so it isn't overlooked, Vrook was already on the Dantooine Council prior to 4,000 BBY. He was there during the Tales of the Jedi comics, we just don't see him. This would also make it clear that he knew Vodo, Exar Kun as a Padawan, etc. He was already old before the Sith War, and by the time we see him in Kotor he and Vandar were probably the most senior Jedi left in the Order.
The PT fans who think Mace Windu or Yoda are unlikeable don't know Vrook Lamar yet the other 2 Jedi that Kreia killed along with Vrook Lamar were maybe from the Jedi Council as well
Mace and Yoda are flowery poofs next to Pong Krell, who may just be the biggest a-hole next to Palpatine in all of Star Wars.
