On the Jedi robes (and I assume Sith robes as well aside from Palpatine), how were the robes closed around the neck? Was it with velcro, or some type of a hook, or some other means?

I have not seen any visible closure on the Jedi robes. I'm not sure about Palpatine's though. In the very beginning of TPM you see Obi-Wan and Qui-Gon with their robes closed, but no visible closure. I just put in a hidden hook and eye or snap in my robe; they are much easier to hide in a fold than velcro would be. But I have hardly ever had any reason to wear my robe closed anyway.

Palpy had that black clasp thing on his cloak, but I wasn't sure about the others.

I don't think the Jedi cloaks had fasteners at all, but if you want to put one on yours, I might suggest a hidden hook and eye fastener or something similar. Unless you want the fancy cloak clasp like Palpatine's.

Agreed. There is no evidence of a fastener. However, I have placed a hook and eye after I got tired of the robe crawling off my shoulders in the rain while carrying stuff to the car!

So how were Gui-Gon's and Obi-Wan's closed abord the Trade Federation's ship at the beginning of TPM?

They used the Force? Magnets? :p

I always wondered about that too, it's the only time you see Jedi robes closed.

I always thought Obi and Qui's robes stayed closed in that scene cause their arms were crossed, weren't they? Mine stays shut if I shut it then cross my arms.

Mine also "just stays" shut. It can totally depend on what type of fabrics each part of your costume is made from. My robes are made of a herringbone weave raw silk and that type of silk stays put quite well.

If you look closely at that one scene, it definitely looks like their robes are being held closed at the throat with some sort of invisble fastening.

Those robes were held closed with snaps in a placket. On the back of the TPM Visual Dictionary, there is a full length picture of Qui-Gon. You can see a snap down by his knee.
