Lit [Legends] What is the deal with the Ubiqtorate

    like, who's on it? I know there's no answer in canon but I'm wondering if anyone has any ideas about what sort of people would be on the Ubiqtorate... board? (is that what you'd call it?) Would it be members of the privy council? would it be various career bureaucrats? retired intelligence officers? industry figures with private intel networks like Mahd Windcaller? how would they be named, would it be a thing the Emperor got involved with personally or would the advisors take care of it or would the Ubiqtorate just handle it internally?

    Well, Ubiquote isn't the Illuminati. It's just the Military Intelligence service versus the Political Intelligence Service.

    The distinction in a totalitarian dictatorship like the Empire is kind of a weird thing to begin with, which is why Armand Isard is head of the ISB in canon rather than the Ubiquote.

    Also, Ysanne Isard was head of it in Legends.

    In Legends, at least, I used to picture the Ubiqtorate as a very exclusive and secrecy driven organization, comprised by the very top, directive agents of Imperial Intelligence. Now it seems a little different, encompassing members of the ISB too, and being part of COMPNOR. If it took 5 years for ISB´s deputy director Harus Ison to be inducted into it, I imagine the Ubiqtorate is still a very exclusive organization...

    I'm not talking about the Ubiqtorate as a metonym for Imperial Intelligence-- I mean the actual organization that dictated Intelligence policy:
    What I'm asking is, who would the members of the Ubiqtorate be, and how would they be named to it?

    @Charlemagne19 - Ysanne Isard wasn't head of the Ubiqtorate-- though it's never specified in canon, I think prior to her coup she's not even head of the entire organization (her father appears to have been head of the Bureau of Operations, and she replaces him). It wouldn't make any sense anyway for the director of any of the four branches to be part of the oversight committee, and indeed The Essential Guide to Warfare confirms she was not.

    (also I'd prefer if we limit discussion in here to the legendary canon-- I don't care at all about what the new stuff is doing.)

    It appears to be some sort of secret organization operating at the highest levels of Imperial intelligence. Likely some sort of clique or secret society.

    bump apropos of recent convo in another thread. Anyone have any thoughts? It's all pure speculation of course but hey, why not, it's not like this is gonna be officially fleshed out ever :p

    If it existed, the Ubiqtorate would probably make note of who asks too many questions.

    But since it probably doesn't I'm sure you're fine. [face_shhh]

    It's probably one of those shadowy agencies within the agency, or secret groups within the organization.

    I would expect mostly a combination of high-ranking Advisors who will essentially represent Palpatine's policy priorities (Sly Moore, Kinman Doriana, Sim Aloo, Wilhuff Tarkin, etc.), since setting broad strategic priorities seems to be the Ubiqtorate's main point, and some subject-matter experts who can provide more familiarity with the intelligence world in particular -- retired high-ranking intelligence personnel, a senator or two with longstanding service on the intelligence committee, a couple former top military officers, maybe somebody like Raith Sienar. They would probably be appointed by either Palpatine or his immediate subordinates -- the Dangor/Pestage level.

    I imagine they reported to someone like Pestage and not palpatine directly.

    Also, one additional point would be that post-Endor, most of the heavy hitters who could fill the Ubiqtorate’s ranks would be gone. The people with independent power bases as Advisors and Grand Moffs, people like Aloo, Moore, and Cronal (who I still think is likely to be a hands-on Ubiqtorate member as well as Armand Isard’s temporary (“temporary”?) successor), are either dead or gone warlord. Lesser people will have to be appointed to replace them, and the committee is likely to become dominated by the retired-admiral/ex-bureaucrat/low-end courtier class for which the position in the Ubiqtorate is a major credential and power source, and thus we see the previously shadowy Ubiqtorate, which is designed to just be a glorified blue-ribbon steering committee keeping the Isards pointed in the right direction and on a leash, become more of a player in power struggles as a distinct, entrenched faction.

    More mysterious to me than the Ubiqtorate itself, was whatever was going on with Ubiqtorate bases and stations that always appeared in Zahn's books. What were they and why were they associated with Ubiqtorate?

    (The OOU answer is probably that they were conflated with Intelligence writ large, but that's less fun).
