This is a very interesting picture of Qui Gon and Kenobi from TPM. It is not in the movie! I found an excerpt in the movie script which explains this image: This scene is placed just before Binks rise and say "You saved my again!" I am wondering why it was cut. It would be nice to see more conversations between Kenobi and Jinn.
I think that Lucas he felt that the scene didn't really add anything and he cut it for pacing reasons. The downside of cutting it is that it looks weird that Obi-wan doesn't take out the STAP with his Lightsaber.
Looks like it might have been part of the running gag throughout the films where Obi-Wan is constantly chastising Anakin for not taking proper care of his lightsaber, even though Obi-Wan's even worse than him about it. But yeah, probably cut for pacing reasons.
There is all kinds of stuff like this in the TPM script. I once went through the published screenplay marking in different colors the sections that were changed in the final form, filmed as written, or cut out altogether. Every page was alike a rainbow.
Also, originally we were meant to see Obi-Wan swimming through the lake (as seen in the making off documentary), which I believe it was cut because the sneaking-around tone didn't work with the more militaristic scene of the landing of the troops. Once Obi-Wan swimming was cut, it would be odd to have that line there. Besides, the scene is about the introduction of Jar-Jar, and it works better if he says "you saved my again" right after Qui-Gonn destroys the droids.
It's not needed. However, to play devil's advocate, one could argue that it shows a bit of what it's like to be a Jedi, why Obi-Wan was running and couldn't defend himself from the droids, and we'd get a better notion of what Qui-Gon and Obi-Wan's relationship is like.
This happens with nearly every film. Scenes are shot and then later decided that they don't fit in with the flow of the rest of the film or are cut to shorten the film to a reasonable length. The OT has scenes that are like this too, the scenes of Luke at Tosche Station being the most well known.
Later on in the novelization for AOTC as well as the Visual Dictionary, it is stated that Obi-wan's saber in AOTC was modified so that it wouldn't short out again. Hence his being able to use it on Kamino.

What? What's wrong with his eyes? They look fine to me. If you're talking about how they're suddenly green, maybe that's just lighting. It can happen. And good point, this would make for excellent PT Trivia material.
The scene made it into the Lego Star wars game, if I remember. It was really funny when I saw it, but didn't know it was based off a deleted scene in the film.
As much as this scene wasn't necessary at all, it would've been nice to see the contrast between Qui Gon/ Obi Wan and Obi Wan/ Anakin. It also adds some more knowledge to how lightsabers work. I never thought water could damage the weapon, or that there was an internal power switch that could completely deactivate a saber.
