It is my opinion that Padme is somewhat responsible for the Clone Wars starting. Think about this:
    1. She basically tell Jar-Jar that he is "in charge" while she is gone.
    2. At the meeting with Palpatine it is mentioned that they need to give emergency powers to him. Then the scene switches to Jar-Jar thinking about what has been said.
    3. Jar-Jar is in the senate chamber telling everyone that they need to give power to Palpatine.
Here is my question.....Do you think that Padme would have accepted Jar-Jar for making a critical call like that without confering with her first?
    BAD JAR-JAR! BAD JAR-JAR!

Jar Jar Binks was doing the best thing at the time. The people who have seen the Original Trilogy know Palpatine is pure evil, but do the characters know that? Everyone trusts the Supreme Chancellor in the Prequels. Jar Jar Binks saved many lives in that dark time.

Well normally Jar Jar wouldn't be making those decisions. He's just there as a friend of Padme pretty much.

So Padme would have just been against an army and Jar Jar would have supported her.

Didn't Lucas hint at Palpatine using a mind trick on Jar Jar during their conference near the end, which provoked Jar Jar to go into the senate?

Either way, you can't really blame Jar Jar that much. Had Jar Jar not given emergency powers to Palpatine, somebody else would have.

But what if Jar-Jar hadn't gave him powers??? I think he actually made a good political choice.

Jar Jar Binks wasn't just a friend of Padmé hanging around the Senate box, he was the Gungan representative in the Senate, and Amidala left him in charge. At the point she was on Coruscant, she was against the formation of an army of the Republic. At the point that Jar Jar made his decision to put the motion of granting emergency powers to the Supreme Chancellor, they had new knowledge that a large droid army was being amassed by an organization that opposed the Republic. Don't be so sure that Amidala would have still opposed the army at that point. The motion that Jar Jar made, and the Senate ratified, allowed for the drafting of the clones into an official army that saved a large portion of the Jedi Council from death.

I never heard anything about Palpatine using a Sith "mind trick," but he definatly used the situation to his advantage.

He has Dooku orchestrate the assasination attempts on Padme, then "agrees" to order her offworld...placing Jar Jar Binks as her substitute. Then, when things seem to be at their worst...he implies that this would be what Padme would do (if she were here), so Jar Jar (eager to impress Padme) goes along with it.

Man! I would hate to play chess against this guy! He's positioning the jedi, the senate, and the entire galaxy in "check-mate"

I think it's possible Palpatine used a mild mind trick on Jar Jar because there were no Jedi in the room. However, I think most of it was Jar Jar was mainly just tricked. He just wants to be helpful. I bet Jar Jar looks up to Palpatine too.

I love having the script in the back of The Art of Star Wars Attack of the Clones. In it, during the meeting in the Supreme Chancellor's office about Obi-Wan's message from Geonosis, Jar Jar actually first asks if the Jedi could stop the rebel army long before Mas Amedda makes his comment about Palpatine needing emergency powers but Yoda says the Jedi negotiate, not start wars. Though it's not in the movie, I think it adds a bit more to that scene.

You're right I forgot Mace and Yoda were there. Well then Palpatine definitely didn't use a mind trick.

Senator Binks was co-planetary Representative and also a valuable aide to Senator Amidala's role in the Loyalist Committee; and aide to the opposition to the Military Creation Act.

Senator Amidala was only opposing the Act because she did not want to 'show the separtists violence.' It was only discovered during the end of AotC, that the Trade Guilds had promised their armies to the Confederacy. Senator Amidala would have voted for the Act after this - just as she returned to Naboo in TPM. Besides, Jar Jar would have had to have authority from Queen Jamillia - who's authority is higher than Amidala's.

In all fairness, in the original script it was the JEDI that enabled the Clone Army - without the approval of the Senate, under Mace's orders.

Oh, and Palpatine NEVER used any stupid mind trick on Jar Jar. That's right up there with Kit Fisto's Flamesaber.

Anyway, here is the complete original scene:

INT. CORUSCANT, CHANCELLOR'S OFFICE - DAY

A hologram of Obi-Wan flickers in front of a group, made up of Jedi (Yoda, Mace Windu, and Ki-Adi-Mundi) and Senators (Bail Organa, Ask Aak, Darsana, and Jar Jar). Palpatine and Mas Amedda are in the middle of the group, watching with growing concern.

    OBI-WAN
...Starships from the Trade Federation and the Commerce Guilds are taking delivery of battle droids from the foundries of Geonosis.

    BAIL ORGANA
That's outrageous! The treaty forbids the Trade Federation from building up an army. What are they doing?

    OBI-WAN
The droid foundry seems to be working at full capacity. I am going to go down to investigate. I will bring Jango Fett back home for interrogation.

    PALPATINE
Those Geonosian foundries are part of the Techno Union. We will call in their representatives and ask them a few very pointed questions.

    OBI-WAN
One more thing. Jango mentioned he was recruited by someone named Darth Tyranus. Any idea who that may be?

    YODA
With the forename Darth, a Sith he must be.

    MACE WINDU
Our missing apprentice. They are playing their hand at last.

    OBI-WAN
Do you think he could be the mysterious Sido-Dyas, who made the deal for the clone army?

    YODA
Perhaps too many pieces are missing from this puzzle, there are.

    MACE WINDU
Be careful, Obi-Wan. This investigation is becoming less than routine. Do you need help?

    OBI-WAN
Let me see if I can figure out what's going on first.

The hologram of Obi-Wan fades off. Palpatine stares at the spot where the hologram was in disbelief.

    BAIL ORGANA
The Commerce Guilds are preparing for war...there can be no doubt of that.

    PALPATINE
Count Dooku must have made a treaty with them.

    MACE WINDU
We must stop them soon before they're fully ready.

    ASKAAK
The debate is over, now we need that clone army...

    BAIL ORGANA
Unfortunately, the debate is not over. The Senate will never be able to approve the use of that army before the seperatists attack.

    MAS AMEDDA
This is a crisis! If the Senate votes the Chancellor emergency powers, he could approve the use of the army in a minute.

    PALPATINE
Please, please, I don't wish to have emergency powers. That's too extreme a solution. It's akin to a dictatorship. We must rely on the Jedi. Master Yoda, how many are available to go to Geonosis?

Mace Windu and Yoda look at one another.

    YODA
    Two Hundred,.....less or more.

    BAIL ORGANA
With all due respect for the Jedi Order, two hundred will be no match for hundreds of thousands of battle droids.

    MACE WINDU
Patience. We should wait for Obi-Wan to report back. We don't know that Count Dooku has made a treaty with the Corporate Alliance, it's speculation.

    ASKAAK
But we must prepare for the worst. I'm going to propose a motion granting emergency powers to the Chancellor at the next session. We must not wait!

    PALPATINE
Out of the question, Senator! You and I are too closely aligned. The issue will become partisan and debates will begin. The proposal must come from a neutral source.

    MAS AMEDDA
If only Senator Amidala were here.

Jar Jar steps forward from the back of the gro
