I was wondering, is there a way to rotoscope in Adobe Photoshop Elements 3?
What is a good video decompresser (puts films into frames) and where can I find it?

It is possible, and I've just been playing around with this. The program I use is here, called Cheap-O-Scope. It converts .mov files to .flm

Definitely possible. This is the technique I always used before I got Effects Lab DV (not that the quality on EL is any better, the job is just faster). But, yeah, you will have to get a program to convert your files to filmstrip documents. If you have Adobe Premiere or Adobe Premiere Elements for editing, they do this.
