Heehee...been through that road before when I was in School. ;)

For a start, can you sew or iron things together or handle dye job?

For a Sith, what you can do is use a Black or other Dark Color (Dark Maroon, Navy Blue) Turtleneck or Mock Turtleneck T-Shirt, and can use it as an "Inner Tunic".
The other more creative alternative is to make a some sort of sash that goes around your neck and crossed in front to give the look of an Inner Tunic.

For Outer Tunic, you can either look for a plain Black/Blue Karate Gi (if going for this color scheme) or Dye a White one the desired dark color. Or you can break the color scheme by dyeing it Grey (Think Yun from the Game/Books Dark Forces). You can also replace the Outer Tunic with a pair of Tabbards and Obi; just sew/paste (using "Heat 'n' Bond" Tape) together from a long strip of about 4-5" wide cloth.
Or if lucky, you can use a Sleeveless, Pocketless, V-Collar Vest (not the Undies okay! Waist Coat like but loose fitted)

For pants, just use normal plain Black (or dark color of your choice) Pants.

For Boots, if cost is an issue, you can either find a Combat or Fireman Boots from your local Army Surplus Goods Store or "Army Market" (we in Singapore have it where some people who had completed their National Service sold off their boots for extra cash. I even have an ex-coworker giving me his as he got lots at home).
Or if you already got a pair of plain leather/suede high-cut shoes or even Ankle-High Boots at home, just make some sort of Gaiter(calf/shin wrap) to raise the height to above the ankle (look at AOTC Boba Fett; he's wearing a Gaiter).

One good place to look for costume parts is the Thrify or 2nd-Hand Clothings Store, apart from Factory Outlet or Rejected Goods Stores. Even now, due to my size and lack of fashion sense :p, I usually shop for clothings at Rejected Goods Stores as they tend to carry American Sizes and you never can guess what gem you can find there, like the Black Turtleneck T-Shirt that is hard to find in Singapore as our weather is warm and wet all-year round. ;)

And if you know someone who can sew the outfits for you for free or very small fees, you can also get it done from scratch and can save further by looking for materials in the Remnant Bin at your local Fabrics Store etc.

    Good luck! :)

Martial Art store. Sometimes places where they hold Karate classes have their own little stores inside.

Another thing you can do for boots is use a pair of shoes or low boots and add spats to them to give the appearance of going further up your leg than they actually do. This is also a good way to hide any laces or zippers that you don't want showing which might otherwise ruin your Sithly look.

Just do a google search for "karate gi". I would also look for some inspiration from here: http://tatooine.fortunecity.com/swampthing/97/
