I wonder if this is a slight continuity gaffe, but the holo seems to show Palps all disfigured when Lost Stars tells us otherwise. could be that people on Corresant (excuse spelling) we well aware of the Jedi attack as he did use his face to show the results to the peoples, but for outer rim territories they may have projected a different image.

He showed his scarred face in the senate in RotS, I think people on Coruscant know pretty much how he really looks like, the propaganda is for more far away planet like Lothal an co.
Mostly but they can also be used to complete or launch stories. The Vader annual looks to be the starting point for the next arc of the book.
If that is the case with a new arc, do these annuals get re-released down the line as a trade paperback? Or they remain one offs? I am a noob at this type of thing!
It's likely. Nothing official yet but expectation would be for the DV annual to be in the third Vader trade as it's appears to be starting an arc. As for this one? No idea as yet, but it looks like it isn't in Star Wars Volume 3, so maybe the next one or it turns up somewhere else entirely!
Trades will definitely be coming out for these. Marvel's whole publishing style (and most of the industry) revolves around planning for collected editions. As for the timeline question, all of it is post-ANH, except they've also done an Obi-Wan in Exile (between the PT and OT) story and will be doing another one after the Vader Down crossover has completed.
Now confirmed that the Vader annual will be collected in that series' 3rd trade. As for this one, Star Wars Volume 4 trade looks likely but not yet confirmed and won't be for a while as that's likely to come out towards the end of 2016.
