Is that actual inclusion of him as a character violates the conceit of the Episodic structure of Star Wars. That conceit is a straightforward linear driving narrative that constantly shifts between light and dark, with the characters in this story clearly defined as part of the Universe when they are introduced. Reaching outside those bounds in order to take a character that has clearly not been part of this linear progression and parachute him in with enough Exposition and Story Time to destroy a Death Star, would be fundamentally against everything we've seen. Maybe its an 'interesting story' to you, but it isn't a Star Wars Episode Movie.

Which is characters existing as part of the universe and seeing how they react and work when subjected to the light and dark. The choices they make. Finn is a Stormtrooper until confronted with the fact he's on the Bad Guy team, and then decides to go AWOL. Rey is a scavenger that is existing purely on a survival basis, until she is given the opportunity to do something bad(sell BB-8 for food), and decides she wants to be good.. thrusting her into the action.

Plagueis being outside the bounds of this flow and suddenly injecting himself into it would be incredibly bad storytelling within the conceit of the series. You can do it with Palpatine, because it becomes an extension and evolution of the character so obsessed with death, he finds a way to come back from it and get his revenge.

But Plagueis? 'He watched everything as a force ghost'? Are you kidding me? You're either doing something bad, or doing the right thing and trying to prevent the bad from winning.

His character was given plenty to work with in just that one Opera scene. That's pretty much all you need to know about him. He was strong enough to deceive Palpatine (who he trained and could easily have kept things from) and already knew enough of Palp.'s plan to just sit back and let his treacherous apprentice do the hard work. If he succeeded, he could easily usurp the usurper, and if he failed, the galaxy is weakened enough for Plagueis to take advantage. All it does is strengthen his character and make him the most formidable opponent Star Wars has had so far.

Wouldn't you want to usurp the usurper before he makes Luke Skywalker his servant?

This is why people who want Plagueis tend to go with the idea that he foresaw everything and thus didn't need to step in before that potential upgrade to Sidious's power. Yet ultimately, Plagueis cannot somehow foresee Poe Dameron destroying the Starkiller or whatever else happens in the ST. At least Sidious was in the game and manipulated events from within the story because of the many variables.

Luke wasn't a threat to Plagueis in ROTJ. In fact, I would guess Plagueis would appear to him a little afterward and do what he (as Snoke) does to Ben Solo. If Luke decided to go with power, than Plag. could easily show him he was more powerful than Sidious. Steal him away from his master, as it were. He didn't have to foresee anything, just adjust his plans as events unfolded. This is what I see as the main difference between Plagueis and Sidious, and why Plagueis is called "The Wise". Palpatine used his wiles to manipulate events while Plagueis hides even further in the shadows and waits for the opportune moment. Especially if he was aware of the Prophecy. Wouldn't it be smarter to wait until the Chosen One was dead to make your play for the Sith?

The biggest problem with Darth Plagueis is...that there are too many redundant threads about him.
