Could be yeah. Even Attack of the Clones for III could work. The only title that really doesn't fit, in my opinion, is Revenge of the Sith for II.
It's an interesting experiment. I don't quite buy into all of it but there are some genius choices. The TPM and ROS is perfect. The AOTC and ROTS one doesn't work at all. ROTS is such a perfect title for Episode III. In general I think AOTC is probably the weakest title of the saga and didn't even fit Episode II all that well. I think they should have come up with a title more in line with the political intrigue and the love story. ROTJ for ANH works but I still think ANH fits better with where the story is at that place in the saga. TESB is a perfect title for where it is as the dark middle entry of a trilogy. I don't really get the logic as to why they chose TFA for Episode V either. TLJ for ROTJ might be the best choice of the bunch. It plays into the ending of the trilogy and the stakes of where Luke is. ESB for TFA doesn't work. ANH for TLJ fits the themes of that film quite well. I get the melancholy of the TLJ title and it fits where the story picks up in the beginning but at the end ANH is a perfect fit.
Switching 2 to ROTS is a stretch, but you could argue that it was the start of the Sith getting revenge. Also, Dooku defeated Anakin and Obi-Wan, which was kind of revenge for what happened to Maul.
