I remember reading that Luke was the one who first stumbled upon the icey world of Hoth. Exactly how many months/years after the Battle of Yavin did this occur?

Well, since ESB happens three years after the Battle of Yavin, I'd say that Echo Base was setup sometime within the third year inbetween the movies. How long they were there is probably unknown, but by the looks of the progress of the base, it looks as if they've been there for awhile. The Speeders must have been developed on Hoth, and it sounds like they were just getting their final tune-ups when Luke went missing. So I would say that they had been there as long as the speeders had been under construction.

And since the Empire seems so persistant on finding the Rebels that they send Probebots in all directions and still don't believe the Rebels are on Hoth, it seems as if they've been searching for some time.

Although all this isn't for certian mind you.

I get the impression from just flat-out watching the films they moved there immediately after Yavin, but that doesn't really make sense because they have to find it and somehow go 3 years without being found by an Empire that simply won't stop looking for them. i would think maybe 6 months to a last.

Luke discovered Hoth as a potential site for a new base sometime within the first 6 months after the destruction of the Death Star.

Though while the Rebels did eveacuate Yavin IV 6 months after ANH, they didn't go directly to Hoth, but they started to dig out/mine the tunnels and construct Echo Base, which took about two years.

Echo Base itself had only become operational a few weeks to a month or so before ESB at the most, as they were lacking initial supplies, personnell, still establishing sensor perimeters, installing defensive emplacements, mining tunnels and adapting airspeeders to work on Hoth.

A shame they barely got to use it before they had to evacuate.

"The Speeders must have been developed on Hoth, and it sounds like they were just getting their final tune-ups when Luke went missing."

HAN: Not likely. Are the speeders ready?

DECK OFFICER: Not yet. We're having some trouble adapting them to the cold.

The speeders were brought in from elsewhere, and weren't designed for that environment.

Han Solo mentions another place they have been between Yavin & Hoth.

LEIA: I thought you decided to stay.

HAN: Well, the bounty hunter we ran into on Ord Mantell changed my mind.
