In ROTJ when Vader examines Luke's new lightsaber, he says Luke's skills are complete - why? As a padawan, both Obi-Wan Anakin had already constructed their own sabers and yet their Jedi skills were not yet complete.

I think he's seeing more the symbolism Luke building his own lightsaber represents. Luke is no longer clinging to the past by using Anakin Skywalker's weapon. He has matured into a man, has built his own weapon, trained himself appropriately for the final match, and has come full circle as an individual. He's come into his own, basically.

It might also just be a "fatherly pride" moment, too. He's impressed with how far Luke's come in such a short time. :)

He said-"I see you have constructed a new lightsaber. Your skills are complete."

He didnt say-"I see you have constructed a new lightsaber, therfor, your skills are complete."

But, Its Lucas writing. To some it may come off like-"You finally nailed that cheerleader. Your a man now, Son."

NeoBaggins -- I'm in 100% agreement. See how much punctuation makes a difference.

But still, it seems as though he says Luke's skills are complete because he built a new lightsaber.

It's like saying "I see you have your diploma. Your course is finished."

Perhaps had they left the scene in where Luke actually constructed the lightsaber. The line would imply that was the case. Then we'd have to wonder about the spare lightsabers thrown around in AOTC and weather or not Trebor built his. Cause as you can see, hes got no skills.

In the days of the Old Jedi Order, one had to construct their own lightsaber as part of the "trials" by which he/she became a full-fledged Jedi.

This could well be another problem of looking at the CT with the new PT to fit in place on it. Prior to episode 1 we had seen no one but full fledged jedi with their own lightsabers. In ANH and ESB Luke is using his fathers blade, so it is conceivable they would be passed on to the son in jedi families as they were trained until they reached knighthood.

In any case, i think the final act of constructing his blade was a way of Luke showing Vader he had moved on and was progressing on his way to being a jedi, you will notice Vader does not say "you are now a Jedi", merely his skills are in place. Its not until Vader is defeated that Luke finally states he has completed his journey.

Anakin and obi wan built their sabers with help from the whole jedi peoples so when he built his saber WITH NO HELP! his skills were complete he could act on his own now

    Jedi Families?

Yeah, prior to the PT "we take kids at birth and they never see their families" the CT shows you one jedi, who finds out who his father is, so when the PT was made they could have made it the rule that the jedi can have families and the father trains them, instead it was made the exception, possibly in part to give anakin a decent sounding excuse for going against the order.

As i said before its another of those funny things that are now determined by the PT.
