I read a couple of posts saying that he missed on purpose. Can this be confirmed? Also, how did Fett know Luke was back there anyway? If he knew he shouldn't kill Luke, then shouldn't he have not tried to kill him on ROTJ?

Vader wanted Luke in ESB and Fett knew that Vader was setting a trap. Yes he probably missed on purpose as he didn't even try and followup on the attack. He just went about his business which was to get Solo to Jabba so he could get his money. Killing Luke was not worth pissing Vader off. However in ROTJ he was fair game as obviously the Jedi was still alive and the dark lord no longer was setting a trap for him.

Boba Fett knew that Darth Vader wanted Luke Skywalker alive, so it would be prudent for Fett to shoot suppresive fire at Luke, keeping him down as Fett made his escape with his cargo, Han Solo.

In ROTJ, Fett attempts to capture Luke when he lands on the skiff, but Luke sliced his carbine and knocked him out for a few seconds. Now it was personal. Fett was aiming for a kill shot with his wrist blaster while Luke was fending off Jaba's goons. Fortunately, Han activated Fett's jetpack, sending him flying out of control and to his supposed death.
