"We are brave, your highness."

    Is this line by Padme some kind of code to help the decoy choose to go to Coruscant to plead the case to the Senate instead of staying with her people?

    The decoy clearly looks to Padme, the real Queen, for guidance. But what the heck is "we are brave, your highness" supposed to tell her?

    I hope this hasn't been discussed too much recently.

    It is a response in the affirmative. Padme is telling her decoy to agree with the Jedi's suggestion. "Brave" probably equates to "yes" or "do it." Plenty of real world politicians and royalty have similar tricks. Apparently the Queen of England can give over 30 different commands to her security team and entourage by how she holds her purse.

    Well, the Governor mentioned that "our only hope is for the Senate to side with us", so Sabe looks at Padme to get an assurance "either choice ..danger to us all", for which Padme says that they are brave. Sabe who's very trusted by Padme understands to choose what's the "only hope".
