Was he playing with a PSP ? I have searched a lot and didn't find any answer to this. Did the novel of Revenge Of The Sith reveal what was that device that Anakin puts aside ?
It's most likely a datapad of some type. (I'm guessing). Maybe he's catching up on battle reports over Jedi communications - possibly the same system that Obi and Yoda change later in the film?

Lowers it, I think. He's having the second vision of Padme, and when the vision zooms out, it's in his hands.

It starts out lowered and then he raises it. It was digitally altered so that he wouldn't be looking at it when the scene started, in order to avoid this: Since the Padme vision happens right before this scene, Lucas was concerned the editing made it appear like it was a video Anakin was watching--which, even if you argue it wouldn't have actually confused anybody, still makes for an awkward cut.
Anakin is secretly a gamer in his spare time. To be serious, though, I bet the device is probably something like the real-world equivalent of an ipad or tablet, so there are probably any number of things he could be doing. He could possibly be checking the news or something.
In the novel Palpatine has subtly planted some info in Anakin's mind that Obi Wan was seen leaving Padme's apartment in the wee hours. Maybe he was tracking Obi Wan.

Hate to be the one to give a serious answer, but wasn't it stated in the novelisation that Anakin was looking at a list of Senators who were suspected to not be loyal to Palpatine?
The screenplay just says "Anakin is in the living room, working. He sits on the couch where Obi-Wan was sitting."
I also remember reading exactly the same in some book. I am not sure if it was in the novelisation, visual dictionary or the making of.
If his version of "working" is anything like my version of it, then he's probably messing around on HoloNet forums.

It's the names of the Petition of the 2000, the bill that Padmé and the other Senators petition Palpatine to give up his emergency powers. Anakin has just come from the Chancellor's office and of course Palpatine is filling Anakin's head with doubts regarding Padmé and Obi-Wan. The fact that he can sense Obi-Wan and other Senators had been there does not help Anakin. From the novel:
Coincidentally, the PSP was launched in North America less than two months prior to RotS. The novel is based on a non-finalized screenplay, right? That doesn't look like flimsiplast to me.
