Well, maybe I am assuming too much off a small, blurry photo, but it reminds me of this:

Specifically, this an old design for a samurai-stormtrooper looking bodyguard for Magistrate Eslbeth, which ultimately lost out to her having HK droids as bodygaurds. Star wars loves to recycle concept art though, and this fits with the established aesthetic of Thrawn's faction, so it is easy to seem them bringing it back for some character or new trooper type.

 

Early (leaked) descriptions for the character described him as Samurai-esq in appearance.
