Blonde is a recessive gene. So it's possible for a child to be blonde if the parents carry any of the recessive gene and pass it to their child. That's over simplified, but that's the basic explanation.
My father is Jewish but his baby pictures could easily pass as being swedish or german. However now as an adult he could defiantly pass as Italian, Slavic, Arab, or Hispanic. Hair colors and skin complexion change with age. Also Anakin was blonde, then reddish brown, before finally turning a dark brown in ROTS. Luke's hair seems to darken throughout the OT, some women stay blonde by using hair dye. Most blonde men simply let their hair get darker.
Not necessarily. It can be "hidden", meaning it's multiple generations away. But it implies that someone in both sides was blonde, somewhere along the line.

Yes. But little kids being blonde isn't always indicative of genetics as we'd expect, either. It's all very complicated.
My mom is blonde and my dad/brother/grandpa all looked exactly alike as children (In everyway not kidding) same redish-blonde hair freckles and blue eyes but I'm the only one in my immediate family who has brown hair and brown eyes and left handed! I'm the black sheep of the family so maybe Luke is too. Also probably just the casting.
I recall one of the theories about Luke's eerie resemblance to Palpatine connecting to the line spoken by Palpatine at the Opera house about "creating life." In the Plaegus book young Palpy even looks a lot like Luke. In my personal head-canon Palpatine used the force to"create life" when Shmi is pregnant with Anakin. (No dirty jokes please.)

Luke's hair isn't that much lighter than anakin's. and on a personal level my brother and i both have hair lighter than our parents.
I always considered Anakin to be blonde. My cousins had blonde hair that got darker and lighter throughout the years. Plus, Luke was under the double sun for a lot longer than his Pops. He probably didn't practice proper hair care either. Pantine is REALLY hard to get on Tatooine!
Scientifically, it probably just had to do with genes and what not. Plus, Anakin himself had a bit of blonde hair as a youth so maybe Luke got that from him. "Takes from his father" indeed.
i was born bright blonde and it darkened to brown. a lot of my beard is still blond even though my hair's brown.
