I've got a question, my dad is wanting to do a costume that is hopefully good enough for him to join the Rebel Legion and he's been asking me if there's a bearded Jedi with a beard that's not as close cropped as Qui-Gon Jinn or Obi-Wan Kenobi.

I'm sure there are and I'm probably just not being able to think about it since I'm focusing on my ROTJ Luke and I mostly have a movie familiarity.

Well, I imagine that Oppo Rancisis would count... :D

In the novels/comics, Joruus C'Baoth was bearded:

The nice thing about Jedi is that no two are identical. And with the Rebel Legion, he doesn't have to replicate any specific character.

Yeah there's been a lot of full bearded Jedi in the comics.

First, that's awsome that your Father is taking an interest in costuming. Should be a great father/son activity!

How long is it? Joruus C'Baoth's beard is very long... I can't think of any Jedi myself, but I would say he should add some creativity and do a nice custom Jedi :) There are thousands that we havn't seen.

The beard's fairly full but not quite as full as Joruus. It's full enough that a few people who saw him at a political event called him Jedi,Jesus,Obi-Wan, and Santa Claus. Well, upon inspection it to me looks like a less greyed Ben.

I was suggesting to him that he should just make a custom Jedi but, he's interested in joining the Rebel Legion and concerned about it being canon, and I don't know what their policy is on that.

I don't think he'd want to do Oppo Rancis because the only aliens I think he'll really wanna costume as is a Wookiee.

For the Rebel Legion, you do NOT have to make a costume based on a specific character. The costuming FAQ goes into more detail, but this seems to be the relevant section:

"The Jedi: Any light side Jedi qualifies for this category. Dark side Jedi and Sith do not. The films have established that most Jedi wear a variation of the same costume; which includes a tight inner tunic, a looser outer tunic, a tabard, a fabric belt as well as a utility belt, a large hooded robe, simple pants, and knee high boots. Most variations of this style are limited to different color schemes, different types of fabric, and variations in sleeve and tunic lengths. However, several Jedi including Ki-Adi Mundi, Luminara Unduli, Barriss Offee, and Aayla Secura have broken from tradition and wear unique costumes. Luke?s all black costume from Return of the Jedi is also unique. Characters from the Expanded Universe have also added to the variation of styles of Jedi costumes. For this reason, the Enlistment Office handles Jedi customization on a case-by-case basis. Toy lightsabres cannot be used as prop sabres.

FORMAL: A costume must be a replica of a specific Jedi character from the films, or based on one of the three major designs of the Jedi costume. The first is the prequel era costume, which features tight inner tunic, loose outer tunic, tabards, a fabric belt, utility belt, hooded robe, pants and boots. The style worn by Ben Kenobi and the deceased Anakin Skywalker in the Classic Trilogy is the second style. The third and final is the costume worn by Luke Skywalker in Return of the Jedi. Formal Jedi costumes must stick to Earth tones, dark colors, and other subdued colors. Jedi with non-standard colors are Informal.
INFORMAL: Costumes that are replicas of characters from the Expanded Universe, are inspired by non-standard Jedi costumes from the films, costumes inspired by Expanded Universe Jedi costumes, and original Jedi costumes are designated as INFORMAL."
