In the ROTS game is he using form VII? Whatever he is using it looks unpredictable since most of his moves are comprised of all the other playable characters including mace windu.

To answer the original question, no, Cin Drallig doesn't use form VII in the ROTS game. He likely doesn't use any of them, in fact. The designers of the game worked with Nick Gillard on the moves the characters use, and since Gillard (who is the stunt co-ordinator for the prequels, and thus also comes up with the characters' fighting styles) doesn't use the forms when coming up with the fights for the movies, the developers probably didn't use any of them when coming up with the moves for the game.
Yeah, I suppose you could Drallig's moves into one of the lightsaber forms if you wanted to, but that would be a waste of time, IMO.

Yeah, Form VII is supposed to be a very rare form developed (co-developed? i forget) by Mace Windu, and I believe Sora Bulq was another. It's supposed to bring the user closer to the darkside, which is why it's not used much (Sora went dark, for example). I believe it was said somewhere that Maul used a modified version of VII.

Form VII(juyo), and Mace's Form VII(Vaapad) are two different styles. Mace developed Vaapad from Juyo, with help from Sora, like you said. Juyo is the form that Maul used.
