My best guess would be the combo of powder sugar and baking powder.It would give it that "stick to the baggy " look.

In Boogie Nights I believe they used fruit sucrose. Someone correct me if I'm wrong.

Never did it myself, but...

I wouldn't be too terribly concerned with it looking very authentic. A real junkie will know from a glance that its just powdered sugar or baking soda. Scarface had a lot of cocaine in it, find out what they used. If its just a quick shot I wouldn't spend much time worrying about it.
