Commander Neyo, where and who was he?

why wouldn't they use Clone Commanders to lead all unit types, from ground infantry, to gunships, to walkers, and starfighters?

The thing is they do. Oddball, from the battle over Coruscant, is a Clone Commander as confirmed by the Visual Dictionary.

I hope we find out what the name of Cato Neimoidia Clone Commander is.

Of course! How can our lives possibly be complete without our knowing the names, designations, roles, assignments and detailed backstories of each and every clone trooper, clone commander, commando, ARC, BARC, Null ARC..... *drifts off into incoherent babbling*

 

Not long enough. There's enough backstory and retcon to fill a space cruiser... or an EG.
