Yes, I suggested the same in a different thread (maybe it was a different thread?).

 

The Book Mask of Fear has them using the Republic and Empire interchangeably to refer to the same state. Admittedly, that's in the first few weeks after Revenge of the Sith. The transition hasn't set in fully for everyone.

But the notion seems to be some people think of the Republic and the Empire as the same nation, just under a different style of government.
