In any case, doesn't this signal a pretty big shift in the presentation of the Empire? They're always presented as these huge believers in collective punishment and excessive use of Force. The attack on Alderaan epitomizes this, and both EUs have given it too us in elaborated long form. But if this woman is a profligate criminal at the same time that her father continues not only untouched, but climbing the ranks and given access to the most important projects, doesn't that signal a very different attitude? They're basically throwing guilt by association out the window.

That connection was never publicly known because Anakin was dead. It comes down the Emperor's personal assessment that Vader could still be loyal. Which, of course he could be. I'd argue very few people have ever actually "believed" in collective punishment. The deliberate speciousness is part of its moral repugnance. Pointing out the bad guys are privately hypocritical is no revelation.

By contrast,this has the potential to be pretty widely known, thereby threatening the rhetorical stance of the Empire.
