. A horse canters away from its trainer in a straight line, moving 130 m away in 14.0 s. It then turns abruptly and gallops halfway back in 4.8 s. Calculate a) its average speed, and
    b) Its average velocity for the entire trip, using "away from the trainer" as the positive direction

Why is the horse fleeing from its trainer? And why does it return?

Assuming this horse has rockets strapped to it, then it is moving at a constant speed of 267 m/s. The m of course stands for miles, and not meters. However, in the unlikely event that this is a non-rocket horse, then it is safe to assume that it is a wheelchair horse. Thus we know that it moves at a speed of 1.25 mph. Again the m stands for miles. The reason that this is a much slower speed is that horses were not designed primarily for wheelchair travel, and must have assistance from other horses for even the slightest mobility. In fact, other horses have to drag it around, which looks kind of silly when you think about it. Like a horse in a horse drawn carriage.

Average speed = Distance traveled / Time of travel

    Therefore:

    130m + (1/2*130m) / (14.0 s + 4.8 s)

    195m / 18.8 s = 10.4 m/s (10 m/s using sig figs)

Average Velocity = change in position / time

change in position is only 1/2 of 130 m (from start to end) so 65 m

    65 m / 18.8 s = 3.5 m/s (4 m/s using sig figs)

What is the terain? I can't see a horse running 223 feet in less than five seconds. It would be like 6.5 seconds.

That's only using Mark I horse rockets. Mark II horse rockets make horses go much faster.

I agree with Master_Jacen on the issue.
    The whole question is silly.
    Mark it wrong.

Since this is a story problem, I think you should respond with a story answer. In this case it could be a powerful tale of love, self-discovery, and forgiveness, following the journey of one horse as it runs away from a safe but dull home life, has many wild and shocking adventures, and then returns home again, secure in the new knowledge that this is where it truly belongs.

This is "Best Picture at Cannes" material, I tell you.
