By AOTC he is a Jedi Master with an Apprentice in Anakin but by the more impressive feats he merely survived Jango and his Slave 1 then loses a duel with little difficulty to Dooku later on, I don't think an Acklay would be trouble for most competent Jedi either.

Solely what is his skill level post TPM but well before ROTS?

He defeated Maul after calming himself, even if giving into anger a little and almost getting killed before that. In AOTC I think he is below Dooku and Anakin, but more disciplined than his apprentice which is the quality that helps him ultimately defeat Vader at the climax of Ep3. Dooku’s fighting style I think proved incompatible for Obi-Wan to surpass so it is hard to really say.

Having said all that, the power level debate tends to be biased by fan preference and ultimately tedious IMO.

Inferior to his ROTS (his prime) and somewhat better than TPM. I think he had more of a skill and power amp from the end of AOTC to the end of ROTS than he did during the ten years in between TPM and AOTC. He did have a lot of duels in TCW and ROTS, so that helps.
AOTC Kenobi still wouldn't be able to beat or maim Maul by himself in typical circumstances. He was clearly inferior to Dooku or Mace, and probably a shade inferior to AOTC Anakin.
It's pretty tough to quantify. He might even lose to TFA Kylo Ren (no injuries). He's a superior duelist, but Ren might be able to beat him by way of the force.
I think Obi-Wan would've defeated Jango if he climbed back up to continue the fight and Jango wasn't trying to escape.

I know. Was about to ask this myself.

    Answer:
Depends. Depends on the day, time, circumstance, location. etc

More importantly, depends on the writer. If the script needs person A to win over person B it will happen, power levels are meaningless.

Above average and a master of Soresu, but not infallible. It's not clear to me how reliable Anakin's claims were about surpassing Obi-Wan, but as of ROTS it does look plausible that he had, especially considering his midichorian count.
