Going by this interview with writer Ethan Sacks, it really does sound like it:
NEWSARAMA: Any surprise characters appearing in this that fans should know about?

SACKS: I would have answered something to the effect of, “then that would ruin the surprise,” but then I saw that Will Sliney’s variant cover hit the web. So, it’s now okay to say Kendoh and her gang from our Galaxy's Edge comic are among the antagonists in this series. There’s also a major new character debuting in this series who will be next seen on the big screen.

    Nope not yet

I'm glad they're showing what the FO is up to, seeing Fondor surrounded by all those Resurgents was pretty cool.

Fondor? Oh damn we’re in trouble if they’ve took that and Kuat is friendly too.

    Interesting:
One of the Quarren is referred to as "General Nossor Ri" - Nossor Ri was the name of the main Quarren dissident in the Mon Cala arc in the Clone Wars. However we know that he was intended to be killed off one of the unproduced CW episodes, and those scripts are supposedly still canon so I'm assuming this is a descendant rather than Ri himself?

It's him; the script extracts from the end of the previous issue confirmed it.

I posted some stuff in my Endor to Jakku thread, but suffice to say, this was an EXCELLENT issue and I love the nods to what is going on in the Galaxy.

Unaired TCW episodes are not canon.

Hmm, I wonder if Ech-Char is related to Lee-Char or if -Char is simply some kind of honorific for the king.

As for "my personal security droid, Arkay-Nine", all I can think of is:

In the last comic Leia refers to Lee-Char as the current kings "ancestor". Which raises a whole bunch of questions for me at least.
Lee-Char was captured the year after the clone wars ended, and he seemed pretty young when ascending to the throne during his episode arc.
Then there is the fact that the current king looks to be on life support, which would imply he was severely injured at some point, or is incredibly elderly (Or both).

Maybe she was speaking colloquially, maybe in Mon Cala culture everyone in your family from a few generation back is considered your ancestor. In which case he could easily be Lee-Char's nephew, or a cousin. But that answer seems a little forced. I do hope we can get a straight answer to this at some point, because him being a son or grandson seems very weird given the information we know, from TCW, Vader comic, and this issue as well.

As for the relevancy of -char, well that too is up in the air. Lee-Char's fathers name was Yos Kolina (which is still canon as far as I am aware), but there are others with the -Char name. This king of course, but also Faa-Char. Though to be fair Rebels files has already been contradicted on other things so that probably isn't the biggest deal.

Interesting reference to the Krakana... a predatory fish that just happens to be the namesake of a Viscount-class Star Defender from Legands.

Yeah, I looked into it further after I posted. I misremembered. It was the unfinished episodes that they released the animatics of (the Utapau arc and the Bad Batch) that they said were still considered canon, not all unproduced episodes.

Since you're the Mon Cala expert, can you shed some light on the Mon Cala society in issue #2?

    Who's Chadkol?
Aftab? (Ackbar's son? They consider Ackbar a traitor?)
    King Ech-Char?
Lee-Char (I remember him from the Vader/Mon Cala arc), I'm guessing Ech is a decedent of his. Those Char's love their life support devices.
    General Nossor?

    ---
Rey mentions a Colo Claw Fish. Weird that she would be familiar with that fish growing up on a desert planet unless she heard about it when on Mon Cala. I had to google it and its the fish that was protecting it's babies in TPM that gets eaten. Good job, Jedi, getting a mother killed!

Side note: did we see Basso Mak in the Galaxy's Edge arc? I don't recall.

Not the Mon Cala expert, but Chadkol is a new character supporting General Nossor Ri. I don't know if everyone got a copy with the script pages at the back, but track those down because they give some info on these characters.

Aftab is Gial Ackbar's son, yes. They don't think Gial was a traitor, more that Leia keeps asking the natives to risk their lives.

King Ech-Char is new. He might be a descendant of King Lee-Char from The Clone Wars and the Vader comics, but it might also just be a suffix used by royalty.

General Nossor Ri is from The Clone Wars.

As Solo established, colo claw fish is a delicacy in the galaxy, so Rey might have heard about it in that context.

And no, Basso is new to this issue.

    Thanks @Coherent Axe
Chadkol says to Aftab, something to the effect of "just because you're the son of a traitor..." so I didn't know if others shared his opinions about Ackbar being a traitor and why would they think that? Did part of the Mon Cala society not want to get involved when Leia broadcasted Lee-Char's message. I don't remember how instrumental Ackbar was in convincing his people to join the Rebellion and share/use their ships.

Speaking of which, I wonder what the Mon Cala people thought of Admiral Raddus as he was there from the start.

I think you got the conversation flipped around. Chadkol said that just because Aftab was the son of a war hero doesn't make him one. Aftab retorted that even though Chadkol was descended from a traitor (Which I interpreted as him being related to Nossor Ri), didn't necessarily make him one.

Just read Allegiance #1, and I'm new to canon comics. Is the writing in this book complete dog **** or is it average for Marvel Star Wars? It's filled to the brink with boring platitudes and juvenile shenanigans. The drama is laughable, the jokes don't land, and the action is Episode I levels of cringe, like "OOPS! THIS IS NOT GOOD!" level cringe.

Here are some choice spoiler-free quotes from the comic:

Leia: Rose, I need a mechanic....unless you've grown fond of the smells on this garbage planet?
Rose: When you put it THAT way, General, I'm ready to go right now!!

    Rey, fighting a generic monster:
Come on, is that the best you can do? I thought Anoatian Pit Beasts were supposed to be dangerous!!
    -and-
Nnnn....I'm beginning to regret picking this fight!!
    -and-
Oh yeah? Let's see how you hold up against the power of the Force!!

I could go on but I'm getting bored and I hate myself for having spent money on this trash.
