It's kinda concurrent, and timey-whimey, but the TVA exists outside of time, so concepts like "before" and "after" aren't exactly always applicable. Like, Kang's exiled backstory in AM3 happens during/at the end of the time war, but before HWR comes out on top. But then Loki S1 has to happen for HWR to die and unleash the multiverse to bring the Kang variants back that exiled Kang in AM3 and are seen after Kang is "killed" in AM3 (as up to that point the Quantum Realm seemingly protected him from the multiverse changes). But then Loki S2 happens and reintroduces the time loop of HWR that happens an untold number of times (blinking almost all of the events above into and out of existence over and over) before he's finally ended and the multiverse is given stability, so that now the TVA can track down the Kang variants that now exist because of AM3. So things are very cyclical and parallel at the same time.
It's meant to represent what happened in the original story. Venom is there because they terrorized MJ shortly after the honeymoon and Kraven's death. Felicia, because of the relationship with Peter. Electro appeared after the wedding and beat Peter, while the original Sin Eater was back on the street. MJ supported him as he doubted himself, which gave him the confidence to go back out there and stop him.
