In any event, yeah, the Rebellion is still weak vis-a-vis the Empire at this point. They don’t have the firepower or the numbers to take on the Empire full-on. Indeed, we see that play out in ANH where the heart of the Rebellion almost gets wiped out by the Death Star. So yeah, they’re weak. And many of them want to be in more of a position of strength before making making a major attack on a military installation. That’s exactly how most guerrilla movements have operated throughout history - whether it was Che and Castro, Ho Chi Minh or Giuseppe Garibaldi. Small attacks until you’re ready for the big one.
