Billy Joel song was from the show "Bosom Buddies", with Tom Hanks.

"Perfect Strangers", also an ABC show, was about a guy living in Chicago (Larry) whose long lost cousin (Balki) comes to live with him from some Eastern Euroean country. (The guy who played Balki was also in Beverly Hills Cop.)

 

I know they had to dress like women to live someplace, I guess I got them mixed up...
