Yeah, I'm thinking he's more likely to be with Saw on Jedha? Edit: Although he does come with a Scarif trooper, so I may be wrong!

The Star Wars facebook page posted a quick video about creating the alien costumes for the movie. And it showed the crew setting up Moroff on the beaches of Scarif alongside Pao. Looks like our fluffy mercenary gets off Jedha
So, either... 1, There was an outdoor Jedha set next to the Scarif set at Pinewood and they just parked the prep area for that in the Scarif set. 2, Some of the Jedha citizens escape the destruction of the City. We know that Saw's hideout is outside the City and we have seen a few shots of Jedha folk in the desert so maybe they were not in the City when the Death Star turns up. From what we have seen recently there still are a few sequences that are a complete mystery.
Almost. Sadly Moroff is barely in the film. Just in the scene where Bodhi gives himself up to Saw and in the Jedha battle. But hes not seen much in either scene. He doesnt get a close up and he must die in the Jedha battle (offscreen) because he isnt back at Saws base with all the other rebels after. Shame, I love the design. Am still getting the figure! he is a war hero
According to the visual dictionary for the movie Moroff was originally a character named Senna who was supposed to be part of the Rebel crew. Would explain the inconsistent set photos and marketing/toys
Well, neither him, Pao or Bistan get Zuvio-oed, as they are all in the film. Hell, even Edrio Two Tubes actually gets quite a few lines. The Zuvio of RO is that black Imperial astromech droid.
Speaking of, where exactly was C2-B5? Did he even appear in the final theatrical version of the film? Anyone spot him?
I don't think so. Maybe in the background, very quickly. That's why he is officially the Constable Zuvio of RO. Episode 8 is sure to have one.
