Shouldn't most stormtroopers be non-clone humans by the time of ANH?

Depends on your point of view. Lucas originally intended them to be clones back in the 70s, with a 1978 book saying so and describing alot of what we see in AOTC. But at the same time, Marvel's early EU comics made them recruits and the EU has followed that since. In AOTC there is a gag where Jango bumps his head on the Slave 1 showing where the Stormtroopers get that trait from. Lucas himself said he throught it would be funny that Stormtroopers inheirited that trait from Jango. For a long while after AOTC's release Lucasfilm really pushed for Stormtroopers to be clones, even ordering Hasbro to give the new Stormtrooper action figures Jango clone heads with removeable helmets.
Now with the new Rebels series, it seems Lucasfilm is backtracking even through the films still hint that at least some, if not all Stormtroopers are clones. Like how in ANH, Stormtroopers have the same voice, not Jango's voice. The EU just dropped the ball with them, Lucas should have made his point more clear to begin with in the film and corrected the EU writers to whatever is his vision, and Lucasfilm keeps flipflopping so there probably won't be a deductive answer either way. But it is still a funny meme I found floating around.
