Growing up just outside New Orleans in the early 90s....this was everywhere. And this one for Rally's, that starred a very young Seth Green: He even did the act live at the Superdome during a Saints-Raiders game. Bonus Nostalgia: Mr. Bingle the Maison-Blanche snowman is seen dancing behind him.
Interesting that none of the main characters in the cartoon had toys made, but some of toy character appeared in the cartoon.
I heard PVC figurines of the cartoon show characters were made and distributed in France, for what it's worth. (I totally had that D&D playset back in the day, along with some of the other toys, like this monster:
