They VOTED Emergency Powers?

    This may already be a topic. I am very confused as to how Supreme Chancellor Palpatine received Emergency Powers. First, in his office, his advisor says, "The senate must VOTE the Chancellor Emergency Powers." So Jar Jar Binks gives a very eloquent and moving speach in which he proposes "the Senate give immediately Emergency Powers to the Supreme Chancellor." It seems like such a heated issue as everyone stands up and starts gawking in various alien vernaculae. So what happens? Supreme Chancellor Palpatine humbly thanks everyone for this power, says he'll whip up an army in an hour or two, and takes care of buisness. But oops! What about the vote?

    I just don't think there's any excuse for this. The least George Lucas could have done was split the above scene in half with another scene such as Dooku interrogating Obiwan. Then we could have come back to the Senate with the implication that a vote had been made.

    Maybe I'm missing something. Somebody help.

    The official voting process could very easily have taken place off-screen. Not everything needs to be shown in detail.

    Well, if you listen to what the entire Senate is saying after Jar Jars speach(which is "VOTE NOW, VOTE NOW!") its pretty clear they agree with Jar Jar. I think Lucas just took a little short cut and didn't bother showing the vote, which he tried to show was a virtual lock.

    I loved that the senate members all cheered "Palpatine" and clapped their hands. It really showed us that Palpatine is a charismatic leader and that he's loved.

    I saw people saying vote now, followed by people shaking their heads and holding out their arms as if in a stopping motion, so I thought it was a controversial issue. Besides, in the opening scroll it says Padme is returning to the Galactic Senate to vote on the CRITICAL issue of creating an ARMY OF THE REPUBLIC to assist the overwhelmed Jedi. So we know she would have been against Jar Jar's proposal as well.

    Actually, they say "Palpatine, Palpatine, Palpatine".
    Maybe that´s how the galactic senate votes!

    Remember, the vote was to give Palpatine "emergency powers", and wasn't specifically a vote on the Army of the Republic. Padme was the leader of the opposition to the Army of the Republic, so, without her there, that vote probably would have passed.

    I think the "shaking their heads and holding out their arms" was the way that that species applauds, but I could be wrong.

    But remember, Clone Wars, that the oppositon to the Army of the Republic was operating without knowing of the huge droid army being built on Geonosis. Once Obi-Wan reports that information, then they have that meeting in Palpatines office where he "suggests" someone vote him emergency powers. The knowledge of the droid army being built on Geonosis is what makes the vote a lock.

    Well, it's strongly implied that -- much like the vote for Palpatine's Chancellorship in The Phantom Menace ("I will be Chancellor...") -- the vote for his Emergency Powers is pretty much a done deal even before Jar Jar proposed them...off-camera, it went through slicker than owl **** on a china doorknob...and the Huey Long of the galaxy gets his Emperorship. ;)

    I figured Palpatine was just giving a little campaign speech: "As my first act I will create a grand army of the Republic..." This is to get Senators on his side, if they're unsure why they should give him emergency powers. Most of them seemed pretty receptive to the idea, though. The chants of "Pal-pa-tine!" seem to indicate that.

    I disagree..I am almost positive that the senate was shouting "Jar-Jar Bings!"
    ..go check your dvd.

    I've posted this before but here I go again. In some legislative bodies a recorded vote is not needed if it is clear from an oral vote that there are few or no dissenters.

    I am sure that vote was his before it was even mentioned. You dont become Emporer by not having people in your pocket and I am sure our Palpys are very deep..JarJar calling for the vote was a formailty.. everyone there knew it..the ones that disagreed werent strong enough to fight it.

    Maybe the vote was one of the deleted scenes.
    It had to be cut because it made the film 6 hours long, what with collecting the thousands and thousands of ballots.

    Bail Organa said that the senate would never approve the creating of an army for the Republic. Why would the senate oppose the building of an army but ratify granting Palpatine emergency powers when the outcome would be the same? Surely they knew what sort of things emergency powers are used for.

    Anywho, they probably voted offscreen, but it sounded pretty obvious that the majority wanted Palps to have emergency powers

    Not according to the DVD subtitles.

    Usby: Bail said the Senate would never approve the use of clones, which sounds like a much more controversial issue than the Military Creation Act. The army issue was still a debate, but in a time of crisis (like the Separatists gearing for war), they would probably approve the creation of an army. To do this, the Republic would need to recruit and possibly draft soldiers. Palpatine didn't tell them that was his plan, so while they thought he was going to make an army from scratch, he instead used this pre-made clone army.

    The only different thought I had on this one was perhaps immediately after Jar Jar finished his proposal speech, the Senators would push a "yay" or "nay" button on their senate pod, and the totals would instantly tally on the Supreme Chancellor's console...seeing an overwhelming majority, Palps steps to the podium for his seemingly heartfelt "I love Democracy" speech.

    Just a thought. :confused:

    That's true... if they have the technology to have little floating pod things, they probably have some sort of technology to get instant electronic votes.
