''Tiers'' is the combat levels determined by Prequel Trilogy stunt coordinator Nick Gillard, he was the one that George Lucas trusted to wrote the fighting scenes for Prequel movies, then Lucas adds or removes things from the fights if he sees its necessary. How would you add or remove Jedi and Sith to this list? Did Anakin keep his position as tier 8,5 after his injury? Because we know, Maul after his injury, he wasn't weakened when returned in the Clone Wars, infact some sources stated he was even stronger, so we can assume Maul was still a tier 8 during the Clone Wars. So perhaps Vader too didn't lose his position as tier 8 bordering tier 9 just like Mace Windu, but that injury perhaps prevented Vader to fully reach the tier 9 just like Sidious or Yoda, since Vader was still weaker than them.

Yoda: significantly weaker but still quite powerful, I'd say 600 megatons worth of force energy, at around probably Tier 500,000,000 Anakin if he didn't get his limbs chopped off probably a bit higher than Yoda, at around Tier 800,000,000 that is around 400,000 power point per midi-cell Vader in the suit eh he lost a **** ton of midis, so, hmmm about Tier 100,000 these are the goats of Star Wars, 400 Marvel heroes and DC heroes would struggle against just one of these dudes. Have all 3 of them together in the same room, the universe had to try EXTREMELY hard not to implode on itself. Obi-Wan TIER 11 Mace Windu.....eh this dude can't even tell when he's being manipulated by a Sith lord so...Tier -100 Dooku: Tier 12 Obi-Wan no matter what he does can't beat the dude the rest: I'd say about Tier 5-6-7-8 depending on headaches, sore feet, broken arms, fatigue etc. glad Nick Gillard had fun coming up with these "lists" for himself though. My memory is a tad foggy, but didn’t Fisto go out like a tier 1 sapling? Gillard’s system seems flawed. Meaningless twaddle.
Tiin and Kolar go down without even clashing blades, Fisto go down after clashing a little bit with Sidious. I guess that shows Fisto's difference with other Jedi Masters, still him and Qui-Gon were close levels according to Gillard. Also in Episode 3 Novel, Fisto last longer than the movie, it goes on 2 v 1 for a while where Anakin sees the purple and green lights clashing with red light from distance, but before he arrives Fisto was already defeated. Perhaps they cut the scenes where Fisto duels longer with Sidious. I think its more than that. So that they don't always make up things like ''this guy just won by using the Force'', for example, Darth Maul had to be overconfident and toying with Obi-Wan before Obi-Wan cuts him down with surprising him with Qui-Gon's lightsaber, it didn't happen actually inside the duel, because it wouldn't make sense since Maul was stronger than Obi-Wan. So they used other factors like surprise and catching off-guard for Obi-Wan to win vs a stronger opponent, if Obi-Wan suddenly start beating Maul while before he was losing even with Qui-Gon's help, that wouldn't make sense, so I guess Gillard and Lucas wrote the fighting scenes according to that. Or, when Anakin loses to Obi-Wan, because Obi-Wan baits with high ground. Obi-Wan didn't just beat Anakin in the duel, he baited him to do something unnecessary so Obi-Wan used that to his advantage to win.
