it's a complicated System to be sure,

as the Imperial Family CANNOT order the Empress to do anything, NOR can AV order the IMPERIAL FAMILY to do anything,

to put it simply:

one cannot disband the other

even in disagreement.


The Emperor/Empress can order them as individuals though,
