This is a tricky one. Bulq is obviously very powerful, having gone toe-to-toe with the likes of Windu, but the only gauge we have of Bandon's strength is that Revan defeated him.

I'll give it to Bulq, but more because I love those comics than any good reason I can think of.

 

My vote goes to Bulq. As a master of Vapaad, Sora would likely have an edge against Bandon in a lightsaber duel.
