"I have this idea how to introduce the Thunderbolts into the MCU.

It starts 5 years ago. We see Helmut Zemo in his cell. When suddenly there is a clap of thunder. Then several inmates and guards start turning to dust. (not sure how but) this leads to Helmut and several other inmates escaping... As Zemo slowly exits the prison he sees dust everywhere. Cut to years later... The team is assembled. Zemo, Emil Blonsky aka the Abomination, Samuel Stern, maybe Justin Hammer, and some others like Moonstone or maybe more preestablished villains. Zemo is now Citizen V, Abomination, much like Dark Avenger's Venom, was experimented on by Sterns to make him more stable and more compliant making him look more reptilian. Sterns is now the greenish big headed Leader seen in the comic Fury's Big Day(?) He is now a super genius. His alter ego? Or Blonsky's? Someone, maybe Tinkrerer from Homecoming is now Techno. And his tech armor and weapons is made from alien tech and Ultron and Stark tech... And some Hammer tech. Hammer could be trying to be the next Ironman as Mach-3. a former Hydra agent, Erik Josten uses the stolen Pym Particles from Antman to become Atlas. His suit is like Antman's full biker suit but with a Roman centurion gladiator type design to it.

The idea is that the villains are masquerading as heroes to get fame, riches, respect, and trust. They aren't going to take over, just yet, when you have the trust the Avengers had you have the keys to the city. But the twist this time is that Helmut Zemo is actually in this for noble reasons.

He saw how his plans in Civil War led to the rift, the Avengers Disassembling. The Avengers weren't there to stop Thanos, half of the Earth died because of him. So, donning a patriotic suit and Ironman mask(?) Zemo actually tries to help.

And because of this he is conning, maybe, the team into also being good. But like in the comics some like helping and some just want the money or its too hard.
They fight and take down villains like the Wrecking Crew, powers who try to take advantage of half the population being gone. The fact that plains crashed, cars wrecked, surgeons disappeared mid surgery, they take advantage of the lack of people and the destruction caused in the aftermath. But the T-Bolts have come to stop them. This movie, up till the end maybe, could take place during those 5 years... Or a good portion. Further establishing the post Snap World prior to Endgame.

Just like the comics, you have Zemo scheming, you have Carla/Moonstone manipulating Zemo. You have character studies in the gray areas of heroes and villains. What separates the two. Why is Hammer a villain and Stark a hero, etc. They all take new identities.

The main threat is actually the team. Sterns and Blonsky try to mutiny and the team take sides and have their own Civil War.

In the end they are all exposed and apprehended. But the government likes the concept of rehabilitating villains into heroes. The final scene we see the team assembled with some new members maybe. Their new leader/chaperone enters and its (cameo) Clint Barton. Sequel would be the Thunderbolts being used by the government like when Luke Cage led them."

Justin Hammer, sent to prison in Iron Man 2, is able to escape after the "Snap" because half of all the people getting dusted. Justin Hammer, Blonsky, and Samuel Sterns, and others like Dr. Karla Sofen, Mimi Schwartz, Hydra agent Josten, form a team. [...]

Justin creates tech from scraps left over from Ultron, Iron Man (like his fight with Hulk), the Chitauri, etc. He is shown to actually be really smart and capable with tech, just not as good as Stark. He thinks he, like many on the team, is smarter than the others or smarter than he actually is. They all have their own agendas and try to manipulate the others. "
