That is quite odd. I mean, I guess it's because it's on the flag so it's a sort of jingoism. But because it's also a constellation visible all over the Southern Hemisphere, I would not immediately associate it with being nationalist and racist. The Southern Cross was known to the Ancient Greeks. It was visible as far north as Britain in the fourth century BC. But gradually the stars moved below the European horizon, and they were eventually forgotten by the inhabitants of northern latitudes
