    Yeah, Palpatine effectively duping the Old Republic into giving him an "Gulf of Tonkin"-style blank-check to work his will is one of those iconic Star Wars moments, and a very important one.

    I've been wondering about this for a while. Now that I've seen some responses, I think both the explanation that Jar Jar was just going through a formality and the theory that they have electronic voting could both explain it. It would've been nicer if the scene made sense without us having to guess, but I do feel it's just a minor problem.
