    Just because he worked for the Emperor doesn't necessarily mean he is evil, or that he sold out Padme in Episode I. In my opinion he is probably fooled, like most of the Galaxy, by Palpatine, to believe that he is serving the common good. And just because he was a Moff doesn't mean that he'll commit atrocities like Tarkin did. For all we know, he may have simply presided over a quiet and peaceful sector, living a full, content, and relatively normal life.

    Where exactly in the Visual Dictionary does it state he was in Palpatine's inner circle? The only thing mentioned about him was that he informed Palpatine about Anakin and Padmr's marriage.

    Panka's evil! dont get ridiculous

    It was just the actor who did not want to be in the other movie as he was seeking retirement. Therefore they had to get a new bodyguard for Padme or they would have to find a guy similar to Panaka.
