I'm confused over the relation between a sector and it's representative in the senate. Take for example, the Chommell sector, home sector of Naboo. It's established other well-populated planets exist within the sector, but it seems to be dominated by Naboo in inter-sector politics. The sector's senator is even referred to as the "senator of the Naboo" and the other planets, which together make Naboo a minority in the sector, get no recognition. This goes for other sectors as well, where, despite being comprised of many inhabited worlds, is only associated with the most popular/ruling planet. What hierarchy exists, if any, between planets within any given sector? There was at least one senator of Chomell not from Naboo. I'm thinking sectors basically elect a leader in the form of their senator. Each planet commits a candidate, and sector-wide elections determine, through which planet the elected candidate is from, who the leading and representing planet of the sector is.
